Résumé

The papers presented in this issue deal with performance measurement, evaluation and control. These papers were selected from IEPM'99 Conference which took place in Glasgow (DMEM, 'Me University of STRATHCLYDE), Scotland from 12 to 15 July 1999. The two volumes of IEPM'99 Conference include 110 papers selected from 160. Every paper has been reviewed by two anonymous referees, the author names being hidden. The role of the Scientific Program Committee is to help maintain the quality of the papers selected for the IEPM Conference. These reviewers play an indispensable role in the operation of the IEPM Conferences and are of tremendous value to the chairman. I would like to convey my appreciation to the International Program Committee Members for the time and effort that they put into the review process. Four scientific journals special issues were dedicated to extended papers of the best IEPM'99 contributions.

This special issue of Journal of Decision Systems includes five papers. In the paper "A decision Model Based Performance Measurement Approach and its Application", C. PARKAN shows that a decision making model can be adopted in certain performance measurement situations to identify the entities that are efficient. The model's two specific configurations are discussed, which lead to Data Envelopment Analysis (DEA) and the Operational Competitiveness Rating Analysis (OCRA) procedure, respectively. An application of the model's OCRA configuration is demonstrated using a case on property pricing. The paper "Performance Evaluation, of a Multi-Stage JIT Production System by Decomposition Technique" deals with the multi-stage JIT production system. with two kinds of kanbans under the stochastic demand, deterministic processing times and withdrawals with lead time.
