C. and across the country, but similar maneuvers were responsible for increases in graduation rates only in wealthy black-majority counties.#4 The for-profit education industry developed methods to take students who were illiterate or refused to go to school, and turn them into glowing statistics for administrators and politicians, without actually improving the students.
