L'ukraine, entre intégration et partenariat / ukraine, between integration and partnership

En 2005, le Président de l’Ukraine déclare que son pays est candidat à l’adhésion à l’Union européenne mais quatre ans plus tard, aucune candidature officielle n’a été déposée. Les problèmes de politique interne, les relations avec la Russie, la crise du gaz, qui a mis en cause la sécurité énergétique de l’UE, et la nouvelle politique d’«approfondissement » de l’Union avant tout nouvel élargissement sont autant d’éléments qui expliquent la relativisation de l’enthousiasme politique né du changement de régime politique et de la prise en compte des réels changements en Ukraine. Il n’est désormais plus question de candidature mais d’un partenariat privilégié, d’une alternative temporaire à une adhésion, un partenariat devenu association. L’Ukraine intègre ainsi une troisième catégorie de pays, à côté des candidats déclarés et des candidats potentiels qui ont «vocation à intégrer l’UE», pays associé à l’UE qui reconnaît sa vocation et ses aspirations européennes. Le voisinage ukrainien n’est donc pas un voisinage «commun» et la clé de l’adhésion de l’Ukraine est donc à Bruxelles et à Moscou, non à Kiev.

Pour autant, alors que «l’approfondissement» paraît difficile quand les électeurs européens boudent massivement les urnes aux dernières élections du Parlement européen, il convient de s’interroger sur le sens de ce «partenariat privilégié», s’agit-il d’une réponse acceptable aux espoirs d’une grande partie des Ukrainiens? Les contributions d’une vingtaine de spécialistes ukrainiens, d’Europe centrale et de l’Ouest sont mises en perspectives dans ce volume qui in fine pose la question de savoir qui vend ce ticket simple pour l’UE et, surtout, comment l’Ukraine pourra l’acheter.

In 2005, the President of Ukraine states that his country is candidate for the adhesion to the European Union but four years later, no official candidature was deposited. Problems of internal policy, the relations with Russia, the gas crisis which endangered the energy security of the EU and the new policy of “deepening” of the Union before all new widening are among many elements that explain the softening of the political enthusiasm born from the change of political regime, and of the taking into account the real changes in Ukraine. It is not from now on any more questions of candidature but of a privileged partnership, of a temporary alternative to an adhesion, a partnership become association. Ukraine thus integrates a third category of country, beside the declared candidates and of the potential candidates which have “vocation to integrate the EU”, a country associated with the EU who recognizes her European vocation and its aspirations. The Ukrainian neighbourhood is thus not a “common” neighbourhood and the key of the adhesion of the Ukraine is in Brussels and in Moscow, not in Kiev.

For asmuch, whereas “the deepening” appears difficult when the European voters are sulky massively the ballot boxes with the last elections of the European Parliament, is it advisable to wonder about the direction of this “privileged partnership”, act of an acceptable answer to the hopes of most of the Ukrainians? The contributions of a score of Ukrainian, Central Europe and West specialists are put in prospects in this volume which in fine ask the question of knowing who sells this simple ticket for the EU and, especially, how Ukraine will be able to buy it.
