The Building Regulations Explained and Illustrated, first produced almost 40 years ago by Vincent Powell-Smith and Walter Whyte, provides a straightforward, well illustrated guide to building control in England and Wales.
This latest edition has been substantially revised to include completely new chapters on:
- Part B Fire
- Part E Resistance to the passage of sound
- Part L Conservation of fuel and power
The book also includes quite a number of revisions to chapters on:
- Part H Drainage and waste disposal
- Part J Heat producing appliances
together with updates to the legal and administrative chapters. The book continues to be the authoritative guide to the Building Regulations.
L'auteur - M. J. Billington
M. J. Billington, BSc, MRICS, who has worked on various editions of the book since 1986, is a chartered building surveyor. He was formerly Senior Lecturer in building control and construction at De Montfort University, Leicester, and is now a private building control consultant to the Government, industry and education. He is co-author of Means of Escape from Fire, also published by Blackwell.

M. W. Simons, BSc, MSc, PhD, MIOA, MCIOB, is a Senior Lecturer at Coventry University where he is Programme Manager for degree courses in architectural design technology, building surveying and construction management. His academic specialism and research relate to the internal environment of buildings. He is coauthor of the book Sound Control in Buildings: A Guide to Part E of the Building Regulations.

J. R. Waters, BSc, MPhil, PhD, MCIBSE, CEng, is Honorary Research Fellow at Coventry University, where he was formerly Head of Building Services Engineering. He is a consultant on environmental aspects of building design, has written Energy Conservation in Buildings and co-authored Sound Control in Buildings, both from Blackwell Publishing.
